Operating a school corporation is indeed complex and challenging, especially with the introduction of new legislation and Department of Education (DOE) mandates. We understand these changes can sometimes make our operations seem difficult to grasp. However, we assure you that every decision we make—from managing funds to implementing programs and creating opportunities—is driven by our commitment to improve the educational experience for our students and make it truly Better in Benton.
Below, is an outline of some legislative and DOE mandates, along with highlights from the BCSC projects.
School Accountability Grades
The Indiana DOE is reintroducing an accountability model, which includes the return of school letter grades. This new model is a holistic approach to evaluating school performance, taking into account not just academic outcomes but also skill development in areas such as communication, collaboration, and work ethic. This initiative is welcomed as it aligns with our long-standing belief that student success is more than just standardized test scores.
With Indiana bringing back school accountability grades after a seven-year hiatus, this model introduces new concepts to many stakeholders. Here are key indicators of the new model:
- Growth Measures: The model includes measures of growth, emphasizing the importance of continuous academic progress.
- Student Attendance: Aims for a target attendance rate of 94% or greater to ensure consistent student engagement.
- Academic Priorities: Focuses on proficiency in reading and math, foundational skills essential for academic success.
- Skill Development: Offers opportunities for skill development through work-based learning and earning credentials of value in high school.
- Credit Requirements: Encourages students to earn at least 10 credits each year to remain on track for graduation.
Senate Bill 1
The passage of SEA Bill 1 is set to bring significant changes to schools across Indiana, impacting various aspects of school operations and finances. State-wide, schools will face financial pressures, with a growing reliance on debt and transfers from the Education Fund to cover expenses in the Operations Fund. This shift is expected to result in declining revenues and a reduction in cash reserves, creating a challenging fiscal environment. Schools will also grapple with deferred maintenance issues, including delayed infrastructure projects and outdated school buses. Educational challenges will arise as well, with potential increases in class sizes, reductions in force (RIFs), and program cuts becoming more prevalent.
However, for Benton Community School Corporation, the impact of SEA Bill 1 will be somewhat delayed thanks to both the 2020 referendum dollars and our past financial stewardship. This does not mean that we will avoid the impact entirely; rather, it provides a buffer and some time to be strategic in our approach. Through intentional cash reserve management and strategic bond utilization, Benton schools are poised to make necessary improvements while maintaining a positive outlook. This allows Benton Community School Corporation to effectively navigate these challenges, ensuring that the quality of education remains a priority even in the face of legislative changes.
Project/Facilities
Maintaining and upgrading school facilities is a critical priority for Benton Community School Corporation, as it plays a vital role in fostering a conducive learning environment and instilling a sense of pride within the community.
- The creation of a dedicated dining space for Otterbein Elementary students. At present, students eat in the gymnasium, which limits optimal Physical Education time. Alongside this, Otterbein Elementary School's gym will be enhanced with a new wood floor and ADA-compliant bleachers, improving accessibility and functionality.
- At Benton Central, the pool area is set to benefit from a new dehumidification unit, ensuring a properly maintained climate.
- Additionally, Benton Central is constructing a new Athletic Storage and Annex Building. This facility will serve as storage for large athletic equipment, such as high jump and pole vault mats, while also providing an open space for middle school wrestlers, cheerleaders, softball and baseball teams, and other programs lacking dedicated practice areas.
These projects underscore our commitment to providing quality facilities that enhance educational experiences and community pride. Through the strategic use of bonds, we can effectively plan the timing and financing of these crucial upgrades.
